Difference Between a USCIS Civil Surgeon and a Panel Physician

The type of medical examination varies based on the immigration benefit sought by the applicant. For immigration to the United States, specific protocols must be followed:

  • Outside the US: Applicants residing outside the US should consult a USCIS-designated civil surgeon in their country, known as panel physicians, designated by the Department of State.
  • Inside the US: Applicants residing within the US must visit a USCIS-designated civil surgeon in America, known as civil surgeons, and officially approved by USCIS.
